Resolved from the authority policy snapshot at submission; re-evaluation is explicit and auditable
Timers
Business calendar, pause, warning, breach, escalation and rework behaviour per workflow
Publication
Validation + representative simulations must pass before a workflow version activates
Retries
Idempotent; exceptions require an authorized reason code
In-flight policy
Instances retain their starting policy unless a named legal/security re-evaluation rule requires a current-policy check
